SUMMARY OF DUTIES:
Provide C&S technical, logistical, and administrative support to the Division for the efficient and cost-effective management of C&S maintenance projects.


Essential Functions:
o Has the overall responsibility for all communications and signals related maintenance and capital improvement activities on the Mid-Atlantic South Division.
o Assists the Deputy Division Engineer in the preparation of plans for C&S improvements ensuring all projects are initiated using the department's guidelines and that maintenance and construction programs support the existing schedule and maintain a safe and dependable environment for all train operations.
o Must be intricately involved in the development of work activities, funding, spend plan and project schedules.
o Coordinate maintenance and construction projects with other departments, control force levels on the division by advertising/abolishing craft positions.
o Ensures regular inspections are made and the summary maintenance reports are provided to appropriate Amtrak management and the FRA.
o Ensures all aspects of the physical plant meet or exceed current FRA standards.
o Monitors the procurement status of all material and ensures proper installation of materials.
o Provides input to safety plan and emergency response plans for the Division.
o Implements safety plan for the prevention and elimination of personal injuries and hazardous conditions on the right-of-way.

WORK
Experience:
o Demonstrated knowledge of C&S construction, maintenance and regulatory requirements.
o Knowledge of track usage process.
o Working knowledge of B&B, C&S, Track and ET Departments.
o AMT 23 & AMT 27, AMT-2, NORAC, RWP qualified.

PREFERRED WORK
Experience:
o Sr. Management, project management, inventory management, tech. supervision, effective communication, admininstration.
o Planning/scheduling, budget/finance, field production methods, C&S maintenance and construction methods, C&S operations and procedures, spreadsheets.
o Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills, advanced management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE.
o Excellent interpersonal skills to deal with all levels of employees both internal and external customers.

OTHER REQUIREMENTS:
o Position is also on call 24/7.

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent verbal and written communication skills.
